How to read RTF file?

Hi All,
I need to insert data into our Application, in UTF-8 characters format. That's why I need to read RTF file, from where I can read parameters and put data into the application.
I am trying to do this using _rteText(element) API, but not able to understand, how to provide element ID. My filename is ABC.rtf. I am not able to read this file, using _rteText(ABC.rtf).
Please help in this.
