how to verify all the values in a drop-down list?

I have two drop-down lists on a form. When i select a value(database) from the first drop-down list then the second drop-down list will be populated automatically. I need to verify whether all the values are populated in the 2nd drop-down list corresponding to the value selected on first list. can someone tell me which API should i use for this verification? I would appreciate for any help from anybody. Thanks in advance for your help.
