Issues with Windows 7 and IE 10 and proxy

If I set my proxy as instructed to localhost with port 9999 I can get the controller to pop-up, but with this setting I can't reach any sites and have to turn proxy server back to automatically detect. Is there another way?

    Can you provide your browser_types.xml file here?
    It can be found on the following path: 
    sahi/userdata/config/browser_types.xml
